Environmental licensing platform launched

Luanda - The Environment Ministry launched on Monday a digital platform for environmental licensing requests named "Environment Integrated System" (SIA).

The platform will enable the whole process of environmental licensing to be done electronically to facilitate users in improving the business environment with reduced red tape, more expedite processes and contribute to administrative decentralization.

The system will initially provide licensing at a central level and it is expected that within two months this could be available for projects at a local level.

Speaking to the press, the national director of Technology and Information Department of the Environment Ministry, Carlos Manuel Sebastião, explained that the SIA was created in August 2019 and that trial has been taking place since September of the same year, with the aim to improve it.

The platform is operational and ready to be implemented nationwide in the first half of the year.

Nelma Caetano, National Director of Environmental Impact Prevention and Assessment, said that the environmental licence cannot be granted just for the existence of an activity, but rather as a result of the environmental impact assessment procedures and the needed mitigation measures.

She added that the Environment Ministry will meet with companies without licences and the Ministry of Natural Resources and Petroleum to force them to draw up a landscape and environmental recovery plan to recover the areas they exploit, as well as propose corrective measures to mitigate the impacts caused.
