Speaking at a capacity building seminar on strategic management and administration in times of crisis, aimed for the staff of the Ministry of Interior, the academician said that the crisis is a source of opportunities to overcome obstacles.

"If we are more creative, we can take advantage of the crisis to do new things, innovate and seize opportunities", said the Israeli, who stressed that in every bad thing there is always an opportunity: to learn to correct mistakes.

To him, Angolans will overcome the obstacles if they are ever more creative. "Crisis and failures are our best teachers, our best school".

Gadi Lipiner, who has Brazilian descent, focused his intervention on a tool called "thinking outside the box", that is, how to be creative and innovative in times of crisis.

He exemplified the case of the State of Israel, founded in 1948, with scarce water resources, developed in 1971 a process of desalination of sea water into drinking water.

The university professor also recalled that Israel equally transformed the desert into a fertile area and with that developed the agriculture a lot.

He noted that Israel has now become one of the greatest technological powers in the world, because of its creativity.

"When one is creative, one uses resources conveniently, even if they are scarce. Angola has phenomenal natural resources and I believe that this can be turned into riches using creativity", he said.

Gadi Lipiner is in Angola at the invitation of the Association of Managers and Administrators of Angola.

Commissioners, senior and junior officers, police officers and civilian workers of the Ministry of Interior took part in the seminar, held in the amphitheater of MININT.
