Speaking at the opening of the workshop on "Public-Private Partnerships (PPP) for infrastructure projects and transport services," the official stressed that the objective is to facilitate the mobility of people and goods with a law adjusted to the current reality.
To him, the PPPs comply with a set of requirements, assumptions and procedural formalities provided for in Law 2/11 of January 14, PPP Law, hence that this mechanism cannot be considered a magic solution for the rapid construction of infrastructure.
On the African continent, PPPs have been implemented in the fields of transport and energy, with success for the Cape Verdean company "Cabeólica" considered one of the best public-private partnerships in sub-Saharan Africa, according to the World Bank).
António da Cruz Lima described the ongoing projects for the rehabilitation and construction of Zenza / Cacuso section, the airport management and additional infrastructure construction of the new Luanda airport, in accordance with the public-private financing model.
On the other hand, he referred to the linking programs of the Benguela / Zambia Railroad, for the operation of services on this line, to Luanda's light rail network and its operation, as well as to the network management and maintenance of national railway company.
These projects include the modernization and technical harmonization of the railways, the expansion of the container terminal in Luanda, the increase in the passenger handling capacity of this terminal and the national cabotage project.
On the occasion, the head of the European Union (EU) delegation in Angola, Tomás Ulicny, said that these partnerships allow the construction of large-scale and long-term infrastructure, and since the 1990s more than 1,700 PPPs have been established.
At regional level, he said, the EU funded a EUR 18 million project entitled "Transit and Transport Facilitation Program" with the aim of developing and implementing harmonized policies, legislation and regulations in the east and south of Africa to improve efficiency at the land borders.
