Launched by Ministry of Finance through the National Public Procurement Service (SNCP), the online system is available to national and foreign suppliers.
The system has tools that allow applicants to access information and procedures necessary for them to qualify for certain public tenders.
For the pilot phase, both national and foreign suppliers can now compete to provide public services to the Ministry of Health.
The suppliers can provide service to Lucrécia Paim Maternity, the National AIDS Control Institute, David Bernardino Pediatric Hospital and the National Departments of Public Procurement and Heritage, with last attached to the Ministry of Finance.
The next sectors to be included in this system, will be those of the Ministries of Construction and Public Works and Energy and Water, according to National Director of Public Contracting, Rosaria Filipe.
“We are cautioning the issue of expansion to other ministerial departments due to complexity of telecommunications infrastructure itself," said Rosaria Filipe.
The Public Procurement Portal (www.contratacaopublica. minfin.gv.ao) and that of the Supplier Portal (www.fornecedores.minfin.gv.ao), aimed to ensure greater control of expenditure, boost transparency, standardise procedures, improve efficiency and contribute to savings for the State.
According to the minister of Health, Silva Lutucuta, who attended the launch ceremony, the platform will allow the improvement of service delivery, especially in the perspective of expenses.
"With this tool we will monitor costs, prices and improve services as well as better manage budgets," said the minister.
Foreign companies can join the public procurement with a value of up to 500 million kwanzas and for nationals the value is 182 million kwanzas.
