Ministry defends decentralization of works in provinces and municipalities

Luanda - The Minister of Construction and Public Works, Manuel Tavares, defended on wednesday in Luanda the attribution of responsibility for the maintenance of roads and staunch ravines to municipalities.

The minister said so at the opening of the Ministry's Advisory Council under the motto "Construction and public works - Current situation and challenges".

In order for interventions to conserve and maintain roads and related works to be immediate, a local decision is necessary - said the minister.

 “We will decentralize some activities and responsibilities so that they can be assumed at provincial and municipal level, in a timely manner” - said the official, considering it to be a gradual process that will begin with the construction, conservation and maintenance of secondary and tertiary roads in the best organized municipalities.

He said there was a need to train the technicians and the municipal intervention brigades.

Manuel Tavares listed other priorities of the ministry, including enhancing the Angolan engineering laboratory, with equipment and qualified technicians, in order to certify the quality of materials and works, through modern, effective and efficient processes.

He highlighted the intention to transform the National Project Development Company into a National Institute of Public Works so that it can have authority over other public or private organizations, in the establishment of norms and regulations to be applied in the specifications, public tender procedures, projects , execution and inspection of works.

This institute should regulate consulting, project preparation, inspection and construction prices.
